Quick answer: The system correlates signals in space and time but never turns an automated detection into an official claim. Each conclusion retains provenance and a confidence level.

From signal to candidate
Nearby thermal points may be grouped for display. Distance and time thresholds organise the interface; they do not officially classify an incident.
From candidate to confirmation
Confirmation requires a suitable public statement from a responsible authority. Without it, the display remains a detection.
Safety and corrections
Data may be corrected when a newer or stronger source arrives. In immediate danger follow 112, 193 and authorities on the ground.
